That's only partially right: you can test link between PDFs in
Documentation/user/out-www, as "make web" in Documentation/LANG/user
links all PDF and HTML docs to Documentation/user/out-www; btw PDFs
should work there as well as in out-www/offline-root, because PDFs files
in both directories are hardlinked each other.

This chapter is actually not fully translated, it'd be a lie to say the
opposite, even if we'll never completely translate it.
