Follow-up Comment #14, bug #56151 (project octave):

Your /etc/inputrc is the same as mine.  I moved my ~/.inputrc out of the way
but I still find that after editing a history line the arrow keys don't work. 
There might be something else going on like Readline library versions.  Seems
like this is supposed to work.
