Hmm... that sounds like the Gentoo/prefix project...  The idea there is 
to install Gentoo user-space, package-manager, and apps, in a non-system 
path on some other host system, whether that be OSX, one of the BSDs, 
even MSWormOS (using Cygwin maybe? I don't know, just know someone's 
doing it).
