I'm not sure what it does. But I think what it support should
allow is different windows having different charsets in their
titles. If everything uses the same encoding, I see no reason
why it should not work without patch at all[1]. (So I am guessing
what might happen here is that some windows encode their
titles in a way not specified by them, so the patch might
be correct in showing bogus data. Or it is buggy, I've neither
looked into it nor understood X's localisation system yet).

[1] As ratpoison itself uses ASCII encoding, no encoding without
ASCII as subset has any chance to work, though...
