We cannot provide a service for a limited list of person defined by an
arbitrary choice. It would be really unfair for users.

If we provide such a service, any Savannah user should be able
to use it.

  * It would means that in the long time it will consume a lot
    bandwidth, cpu 
    and disk usage. 

  * Subversion, the savannah machine, is a server. It would be really a
    bad idea to use it for another purpose, since all ressources are 

  * Providing such a service require a lot of time, looking for
    security holes et caetera.

So shell account are restricted to people that administer the server.

Maybe this service will be provided in the future, but I will probably
not be on Subversions.
