The FSF sysadmins have the MTA impose a rather low limit on all mail,
that I believe your 400k msg has run afoul of. Unfortunately I don't
remember what the limit is, maybe 100k? 200k? (The one exception to
the limit, hopefully fully implemented just recently, is for mail
originating from savannah, for the sake of autocommit mail.)
Feel free to raise the issue with them if you wish.
Note that the value `max_message_size' in mailman is set to zero
FWIW, precisely because of this low MTA limit, I feel no compunctions
about setting max_message_size=0 routinely for most lists I deal with.
My experience is that 99% of list owners do not expect a message to be
held for explicit approval just because of its size.
