There is nothing new about this. This size limit has been in place for
years.

The reason is simple - lists is currently on a T1 connection to the
internet. It just does not have the bandwidth to send large attachments
out to many subscribers.

The good news is that we are working on moving lists to our colocation
facility. We hope to finish that job in the next week or two. At that
point, we can revisit the size limitation.
