And this is exactly why we don't want our users to think that the software is
adding these notices.

documentation or next to the notices in the files themselves.

This is an inelegant solution. Fortunately, I have just discovered that the
files in the queues folder are generated from the original articles in the tmp
folder, so I have simply removed the files in the queues folder (since
generated files don't belong under version control) and added the copyright
and licence notice to the files in the tmp folder.  A new tarball is
attached.

Are there any outstanding issues that need to be addressed?
