Two copies of the same file in the same repository would be a
maintenance hassle. I'm for the sed-based solution; a --lgpl option
to gnulib-tool would be a fine way to implement it. But we should
clarify in a top-level README that "although this code is marked as
being under the GPL, it may all be redistributed under the LGPL". So
that every contributor knows about it.
