   Why should it?  We show the menu for the current major mode, which is
   IMO more useful than basic editing.

FWIW, in fundamental-mode it does show copy/cut/paste... Maybe
text-mode could be added, similar to some other modes where it makes
sense.  In some modes, it definitly doesn't make sense.
