You're right, Tramp is too sloppy with defcustom variables. Shall be

I've added two or three sentences to the doc. All other changes you've
proposed are now listed in the Todo list of tramp.el. I'm a little bit
reluctant to apply basic changes shortly before I'll be offline for 3
weeks :-)
