That's the sourcecode.  Sorry, I cannot tell you who is perhaps also
providing a Win32 binary for it.

I could perhaps cross-compile you one under FreeBSD if you really
don't find anything ready to run on the net.  Of course, you could
also get a copy of MinGW, and compile your own binary.  Doing so is
nothing like rocket-science.
