Hi Tim,

There has not been any change in bibledit-web version 0.7.9 and 0.7.11 
in the export routines to web format. However just to be sure, the 
newest version is available here:

Bibledit-Web uses PHP for most of its functions. The entire export 
routine to web is written in PHP. There has been a change in PHP in 
UTF-8 handling between the PHP version on Ubuntu 11.04 and the PHP 
version on Ubuntu 12.10.

Most likely an upgrade to Ubuntu 12.10, and optionally to bibledit-web 
0.7.11 will fix the problem you are seeing, and everybody will happily 
be able to read the Bible online.
