It is.

`install-info' inserts menu entries from an Info file into the
top-level `dir' file in the Info system.
See info install-info.
So you are interested in the /usr/local/info/dir file (with your prefix) even
more than the .info file itself when testing install-info.

I tried the same operation on my system and the man page was correctly
removed.

The vanilla a2ps package indeed creates ${prefix}/man/man1/a2ps.1, so I think
you might have another installation of a2ps in your system, with a
mandir=/usr/local/share/man . Or did you specify a custom mandir
during installation?

If the problem with manpages persists, please open a separate bug report,
possibly with all the verbose output of sourceinstall (--verbose), or the
Save Log output of sourceinstall-gtk.
