The recommended procedure for using CVS is to first get a tarball (i.e. the 
gnustep-make-1.6.0.tar.gz, gnustep-base-1.6.0.tar.gz, etc.) then use CVS to 
update the latest changes.

That is described in the build guide (chapter 3).  Quoting from there, you use:

   cvs -z3 -d :pserver:address@hidden:/cvsroot/gnustep update -Pd core
   cvs -z3 -d :pserver:address@hidden:/cvsroot/gnustep update -Pd dev-apps
   cvs -z3 -d :pserver:address@hidden:/cvsroot/gnustep update -Pd dev-libs

You can also use checkout to get everything but it's suposed to be faster the 
other way.
