I just realized this from last release. nct has to do a few
preperations before we can actually release. I will release the
tarball without the debchange for now, but like last release I will
tell people to use the cvs release candidate tag for packaging, not
the given source tarball. This didn't affect us much in the last
release so I don't see it nececcary to delay the release.

Make it be known that the debian version number has to be incremented
by nct as soon as the release candidate is created. I have updated the
"releasing a new version" wiki page to increment version numbers in
the release candidate.

Also remember that any release candidate changes must be done on the
main branch as well.
