Well that is just silly.  If I can have to /24's they can certainly get
a /24 somehow.

Yup. So do not code just a single ntpd service.

We have defined multicast IPs, why not a defined and reserved ntpd
multicast IP?  Might be a little late to get one in IPv4, but ARIN
might want to give an IPv6 one to help botstrap IPv6 use.
