In that case it's even easier: tell your sysadmin to fix tex
installation :-) If system admininstration works against its users iso
on behalf of, sending an email with the url of the package, and the
command she should type may help a lot.

Uh, well, lilypond LINKS to libkpathsea.

No libkpathsea's there.  What does `locate libkpathsea.a' say?  You
should ask your sysadmin to install them, or install kpathsea
headers+lib in your $HOME.

Otherwise, your setup is one of the sorry examples of why we still
support complation without kpathsea: a broken or incomplete tex setup
that you're not allowed to fix %-/
