Follow-up Comment #11, bug #48474 (project octave):

As said in comment #8 the gnuplot terminal 'qt' is not available with the
current Octave 4.0.3 release Windows installer. When I try your suggested
command, then I only get "unknown or ambiguous terminal name 'qt'" as result.
Are there any other gnuplot terminals enabled in the Windows binaries at all?

How do we proceed?
* Is there someone with connection to the gnuplot project, who could file a
bug report there?
* If the gnuplot "windows" terminal is unsupported by the gnuplot team (see
comment #7), but still used in mxe-octave, can we switch to a different (still
supported) gnuplot terminal as default terminal on Windows machines, and have
this terminal enable in the mxe-octave build?
* other suggestions?

PS: It's fine to not spend too much effort on a gnuplot bug, since we have
other graphics toolkits available in Octave. But why does it lower the
severity, if a plotting problem occurs only on-screen and not in print-outs? I
personally only ever use on-screen plots.
