The one thing I think we must not do is have published guidelines.
Once you do that, then people will have a reasonable expectation that
you stick to them, even if they give the wrong result in some case.
Thanks for raising this point. I think that a sufficient solution would be
to say, in our statement, that we can decline to host any project--that we
do not promise to host every project that fits the stated requirements.
