It is fairly simple.  You can have a main repository, and people can
they have their own repository.  Everything is communicated through
patches.  People with write access can submit to the main repository by
doing a remote write.

I am not advocating this.  But it might do the trick.  It is suppose to
encourage participation for those who don't actually have write access. 
I am told this is the biggest issue with CVS or subversion.  That if you
don't have access you have a hard time getting things committed. 
(please don't blast me if you feel differently, this is merely and
alternative)
