It's working just fine for libvirt:

# Files that should never cause syntax check failures.
VC_LIST_ALWAYS_EXCLUDE_REGEX = ^(HACKING|docs/news\.html\.in)$$

You may need to run 'make --debug' to figure out what's not working for
you, because I'm not seeing the problem locally.
