Technically we shouldn't be adding licenses that aren't on the license
list. But as I recall, the reason it wasn't reviewed was just that 4 had
come out and we'd spent a bunch of time working with them on that and so
it just got skipped over. I seriously doubt that there is an issue with
3, but given how many review requests we receive and the time it takes
to get them through the process, 3 likely won't be added to the list any
time soon. If an issue does arise, I think it's fairly easy thing to
solve for the Directory, where we could pull down it down and work with
the packages to update to CC-BY-SA 4 (which we'd want to do anyways if
there was a problem with 3).
