I think NonGNU ELPA always has its own repo for every package.  For
some packages, that repo gets updated automatically from an outside
repo.  For a package that is updated automatically like that, I think
it is best to use the outside repo.

When the NonGNU ELPA repo for the package is NOT updated
automatically, I think this should use the NonGNU ELPA repo.
