It may be the usual case for NonGNU ELPA, but it cannot be the default
as such. In order to use automatic updating of a package in NonGNU
ELPA, we need a certain commitment from the developer to cooperate
with what NonGNU ELPA needs.
So we also have the option of NOT updating the NonGNU ELPA version
automatically. That is the fallback option, which we can always use
if we can't use the more convenient (for us) automatic updating.
