You are confusing two different things: distros which distribute binaries to end-users (Debian and others) and source code repositories. The Rust repository crates.io is in the latter category, just like sr.ht for example, which allows non-free licenses and is nonetheless "good enough to recommend".

The distinction is between package repositories which distribute software for use, and services which merely provide storage to users.


No, the GNU ethical repository criteria apply to "service[s] for publicly hosting free source code", which is exactly what crates.io is for.
