Hi,

planner-raise-task doesn't seem to behave correctly when the point is
placed on the last task (point is above the caret ^ below)

When the point isc anywhere on the last task, M-p (bound to
planner-raise-task) appears to do nothing, but stepping under the
debugger, I see the kill and yank commands -- it just yanks back to the
original location instead of before the previous task.  With the point
on any other task (except the first) it correctly yanks the task before
to the previous task.

I am using version 3.22, but I tested with the latest dev snapshot (tar
file) as well.
