planner-lower-task functions and the bug seems to be fixed in dev. =)
I... err... have written the wrong changelog for it, though.
planner-raise-task was the one with the last-task bug. Heh, whoops.
Whatever. Anyway, both directions work, and I've tested with tasks on
block boundaries as well.
