And notice the RMC comes second, with the same time stamp.  Since it has
lat/lon and alt, is valid (A), that means 3D.  Which should not, but does,
downgrade the status from RTK.

Ideally a regression test for this would include no fix, 2d, 3d and rtk fixes.
Large if done right, but can be shortened for test purposes.
