Yes, NSR is still alive. The newsgroup tends to be relatively active on a day to day basis. However, the regulars tend to be pretty much "anti-PAN" since the re-write to C++ primarily because of the lack of granular scoring. The majority of the regulars are slrn or Xnews users, with slrn having the greater share. You can also find some questions about using PAN and answers being given in the Alt.O.S.Ubuntu newsgroup from time to time.
