Your project seems very similiar to a project with the iterated 
prisonners dilemma. I am unsure if the code is up and running on the 
swarm page, but it is a model of Lindgren's IPD model from the Artifical 
Life II proceedings. Agents evolve strategies to play the game. This 
could be adapted by making the strategies more related to real world 
resources/abilities. You might also wanto to check out the various 
Anasazi Village projects (one by SFI, one by Brookings and Sugarscape
