I don't think so, no.

But please note that NEWS from emacs-NN branch are "merged" into
NEWS.NN on master, whereas ORG-NEWS seem to describe several versions
in the same file.  One more reason to keep them separate, I guess.

Why do you think we should consider merging these two? what is the
advantage?
