Have you tried several times?

Sometimes the lsh (fallback to openssh) daemon dies and connections
are refused.

Please try again, and let us know if it fails again.

For testing, I would suggest that you do an anonymous checkout of any
project, to test if the problem is with CVS at all or only CVS
authentication via SSH.
