I just tried it again:

$ date
Fri Jun 23 21:35:59 BST 2017
$ cvs -qn up 
U texinfo.html
vcs0.savannah.gnu.org: Connection timed out
cvs [update aborted]: end of file from server (consult above messages if any)
$ date
Fri Jun 23 21:39:32 BST 2017

BST is one hour ahead so this is 20:39 UTC.
