Just adding some HLA references regarding Modular FOM
to say that when we support modular FOM in CERTI
this could be easier to load "standard FOM" along side with extended one.

CERTI is **far** from supporting HLA Evolved, nevertheless
we should add incremental support to the parts of standard which are of interest
for us AND our users.
