scp does in no way enable a listing of files which is needed for a proper 
backend operation.

what you are asking is basic system administrator work. find some howto telling 
how to setup openssh properly.

if you are unable to ssh to your system but sshd is running you should verify 
that your user has a valid shell set in /etc/passwd.
