Nate: thank you for your reply, it sure has helped me. The problem was
that I needed to tell the sshd where to find the sftp-server binary,
like this:
   Subsystem sftp /usr/lib/sftp-server

Before I had this in the config:
   Subsystem sftp internal-server

Then I just had to copy sftp-server binary to my chroot jail and now
all is working fine. Users can login with normal ssh and with sftp.
