I just tried:

:; ftview -r 96 8 /usr/share/fonts/ttf-bitstream-vera/

and toggled forced-autohinting on with the f key.

Up through 6 points the tilde is straight, but from 7 points up it is
properly shaped.

Unforcing the auto-hinter shows that the instructions do not do any
better; they show the same result.

Leaving off the -r 96, and thus defaulting to either 72 or 75, it
is <= 8 points where the tilde flatens out. This suggests that
you are not actually rendering a 96-dpi 8-pt font.

You should be seeing an xheight of 6 pixels and a cap height of 8
with decenders 2 pixels. If your glyphs have only 6 pixel cap
heights and 4 pixel x heights, you are actually seeing either
72 or 75 dpi renderings. At least if ftview is giving me
accurate results....

I'm therefore seeing the flattening only at what is equivalent
to a 4x8 pixel character-cell bitmap font.
