I thought about that dilemma before I wrote my message, and came to a
conclusion that this is not necessary.  As I see it, the steering
committee is not the GDB architect.  It doesn't need to make design
decisions on its own, it only needs to act as an arbiter between
developers when they cannot agree on design decisions.  That is, the
committee will need to decide which of the decisions raised during a
dispute should be taken, but it doesn't have to come up with its own
design or suggest direction of development on its own.  I believe any
able programmer with enough experience in programming and first-hand
experience in debugging programs can read technical arguments, read
the relevant sources and/or patches, and make up her own mind, even if
she doesn't follow the GDB development closely.

If that is not good enough, perhaps we could nominate people who were
involved in GDB development in the past, but no longer do that.
