Would not install?  Surely you are in charge of what's installed, and
not your package tool!  Could you try typing (as root):

   rpm -ivv lilypond-1.3.149-2.i686.rpm

and see what the errors are (or send the output to this list).
You may just miss a dependency (I don't know if any of your high level
package tools resolve dependencies for you), or have a previous
installation of lilypond that should be removed first.
