not so: it has arisen from KW's claim
that servers out there may sensibly distinguish them,
as Flora has started to do with annoying results.

it would have to be Emacs: the nifty subset is too small for that.
it's also being done by csh, as i pointed out.
Emacs & UNIX shell flavors are widely used
& WWW specs & Lynx behaviour should try to match them adequately.
