I've had a go of the version 4 software and it works.
I compared the times between the Cygwin dependant and the new win32 version
and got the following

Mega 128 45356 Bytes

                Win 32          CYGWIN
Write           19.62 Seconds   18.63 Seconds
Verify  17.62 Seconds   17.76 Seconds

Mega 32 11854 Bytes

                Win 32          CYGWIN
Write           10.10 Seconds   5.13 Seconds
Verify  4.63 Seconds    4.67 Seconds

These times are consistent.
