As far as I know, there are plans to merge KHTML and WebCore into one project (named Unity or something like that) to join forces.

In that context it would make sense to remove Cocoa dependencies. Then WebKit was just a Obj-C wrapper around the C++ only WebCore/KHTML stuff.
