Really?  Who's expecting whom to expect
that?  What's being based on such imposed
expectations?

I don't think every Emacs user should be
expected to be familiar with Git OR to
know how to `M-x package-upgrade'.

I don't even think that every Emacs user
should be expected to use packages or to
know about using packages.

Expectations about "every Emacs user"
should be _very_ limited, perhaps even
zero.
