For naming the Info files, that's what I tend to as well.  The Info
directory hierarchy in general and the structure of the DIR files in
particular assume flat directories, so if we want to have
language-specific subdirectories, we'd need to tweak INFOPATH or
Info-directory-list.  Which I think is not justified, and will need
cooperation of the Texinfo maintainers.
