Fwiw, I fully agree with this.
This is not something that seems to be pertinent to
the lowest level of the implementation.

For the novice users, a higher level API/front-end
could handle things like these, while some users (for
example, me) want the flexibility of not having
someone deciding for him for example which library (or
library version) to install, whithin the possible
range of compatible versions.
