cvs is not http, so that environment variable won't help.
Try this instead:
cvs -d
:pserver;proxy=192.168.0.1;proxyport=80:address@hidden:/cvsroot/pdf
co libgnupdf
Substitute 192.168.0.1 with your proxy's IP and 80 with your proxy's port
(note the difference between ':' and ';').
