Hi,
when i tried without proxy information I got timeout error.
cvs [checkout aborted]: connect to cvs.savannah.gnu.org(199.232.41.69):2401 failed: Connection timed out
what could be the reason?

I tried to use the cvc command thith proxy information too. But no success. I waited for few hours, nothing happened.
Is there any dependent programs for cvs to work properly? Do i need to install them to get the source code?

cvs is not http, so that environment variable won't help.
Try this instead:
cvs -d
:pserver;proxy=192.168.0.1;proxyport=80:address@hidden:/cvsroot/pdf
co libgnupdf
Substitute 192.168.0.1 with your proxy's IP and 80 with your proxy's
port
(note the difference between ':' and ';').
