I think the problem is one of audience. I understand that it doesn't
make much difference to your problem which bit of the GNU admin team
is dealing with your fault, but Rudy was replying to rms who is aware
of distinctions between different teams so he used that language so
rms would understand where the problem lies.

The separation between the savannah-hackers and the GNU sysadmins is
like a normal first and second line support thing. But because we'e
all volunteers there aren't the extensive communication channels that
you might expect. The sysadmins (AFAIK) don't have an issue tracking
system that we, the savannah hackers, can monitor.

Absolutely... the sysadmins are taking much longer getting gnudist
working again (for new releases) than they expected. I'm affraid I
don't know much more about that than you...
