Are you running on '95 or NT?  I have *never* been able
to make this work on '95.  The problem is mentioned in the
ntemacs FAQ somewhere, but with no fix.  I just kludge it
by using a bash alias to invoke emacs:

  alias emacs="runemacs --load=c:$HOME/.emacs -g 80x30"

(Actually, I generally find "~" will not work within
emacs at all; that is, it points at the dir emacs was
invoked in rather than $HOME; the problem with ~/.emacs
seems to be just a special case of this...)
